The Excelsior Welbike was developed by the Inter-Services Research Bureau at Welwyn, intended to bridge the mobility gap for paratroopers after landing. Dropped in a CLE Canister, the bike could be assembled and started in under 15 seconds, allowing couriers and scouts to rapidly traverse the landing zones of Normandy and Arnhem.
